Cultural Heritage, Policy & Development Advisor

ABOUT

Historian. Heritage leader. Advisor.

I am Bekeh Utietiang Ukelina, Ph.D., a historian and heritage practitioner who advises institutions on cultural heritage, international development, decolonial policy, and gender and intercultural strategy, with particular depth in Africa and the Global South.

I am Professor of History and Africana Studies and Director of the Center for Gender and Intercultural Studies at the State University of New York at Cortland. Internationally, I serve as Vice President of the ICOMOS International Scientific Committee on Interpretation and Presentation of Cultural Heritage Sites (ICIP) and Focal Point of the ICOMOS Indigenous Heritage Working Group. I am also President of the Foundation for the Preservation of Cultural Heritage and Nature (FOPCHEN).

My work brings academic rigor to practical questions of policy, heritage, and institutional change.

What I bring to advisory work

Rigorous problem-solving, not a template

I approach consulting as rigorous problem-solving. History matters because institutions rarely face a problem that has no past. Cultural legitimacy matters because policy fails when communities are treated as an afterthought. Implementation matters because analysis is only useful when it becomes decisions, programs, and practice.

So my work combines research, policy analysis, heritage practice, project design, facilitation, grant strategy, and capacity building. I am most useful to organizations that must work through complexity rather than apply a template.

How I work

Context before prescription

Good strategy starts with how a problem developed, whose interests shaped it, and what earlier interventions missed.

Communities as knowledge partners

Participation should change decisions, interpretation, governance, and outcomes, not simply approve choices already made.

Global standards, local legitimacy

International frameworks work best when translated through local histories, customary knowledge, and institutional realities.

Evidence that leads to action

Research should end in usable recommendations, stronger narratives, practical frameworks, or greater institutional capacity.
